Want to sell some illegal machinegun conversion devices? You should’ve done it yesterday.
That’s because the United States Sentencing Commission’s 2025 amendments take effect today, and one of the most notable changes involves “MCDs.”
The USSC was responsive to concerns over the proliferation of illegal machineguns and added a new section to §2K2.1 that will increase the guideline range for “specific offense characteristics” involving distribution of MCDs.

Other amendments resolved circuit splits over the meaning of “physically restrained” and “intervening arrest”; adjusted the cap for certain low-level drug trafficking activities and increased the penalties for misrepresenting substances containing fentanyl; encourage greater individualization in supervised release; and simplified the guidelines by removing a step.
