The Law of Making Firearms

The Firearms Research Center recently hosted a Virtual Seminar featuring Tom Chittum, law professor at the University of Nevada, Las Vegas and former senior ATF official, on the federal legal framework governing the manufacturing of firearms.

In the seminar, Tom discusses the National Firearms Act and the Gun Control Act, explaining how definitions of “firearm,” regulated categories such as machineguns and silencers, and the concept of “engaged in the business” shape compliance obligations. The presentation addressed privately made firearms, accessory classification disputes, and how evolving litigation continues to influence regulatory interpretation.
